So what is a water efficient property?
As per the RTA’s requirements, water efficiency is only a requirement for taps installed over a hand basin, a kitchen sink or a laundry trough. Other taps on the premises such as bathtub taps, outside garden taps or taps for the washing machine or the dishwasher do not have to be water efficient.
Internal cold water taps and showerheads require a maximum flow rate of nine litres per minute. Toilets require a flush function that doesn’t exceed 6.5 litres on full flush or 3.5 litres on half flush, with a maximum average flush volume of four litres overall.
Proving Water Efficiency
According to the Residential Tenancies Act, as the property manager or owner, you should have copies of several documents on hand to demonstrate that you’ve fulfilled the requirements for efficient water fittings. These include:
- plumbing reports (or compliance certification)
- warranties or instruction manuals for taps and showerheads
Keep these documents in a place where you can easily access them and present them if necessary.
Water Efficiency Rules If You Are Charging Tentants For Water Use?
Are you charging tenants in your home for water use? You’re probably aware that there are certain requirements that need to be met. And if you haven’t yet opened your Toowoomba property up to tenants, here are the rules according to the Residential Tenancies Authority (RTA) of Queensland:
- the property is individually metered (or water is delivered by vehicle), and
- the property is water efficient, and
- the tenancy agreement states the tenant must pay for water consumption
If these rules have been met, you can pass all water usage charges on to your tenant(s).
A rental property is considered water efficient in Toowoomba QLD if it meets these standards:
|Water saving devices||Minimum water efficiency standard required|
|Internal cold water taps and single mixer taps for kitchen sinks and bathroom hand basins||A maximum flow rate of nine litres per minute|
|Showerheads||A maximum flow rate of nine litres per minute|
|No leaking taps||No leaking taps anywhere on the premises at the start of the tenancy or when the other water efficiency measures are installed|
If a landlord and tenant are entering a new agreement after 31 January 2011 the landlord needs to ensure the premises are water efficient in order to pass on water usage charges.
For all tenancies in place before 31 January 2011, the landlord has 12 months to make the premises water efficient. Tenants can continue to be asked to pay water usage charges during the transitional period even if the premises are not water efficient. After 31 January 2012, tenants can only be asked to pay if the premises have been made water efficient.

What if the property is not water efficient?
If the property is not water-efficient but it is individually metered and you have an agreement specifying that the tenant must pay for water, then you must pay for a “reasonable amount” of water consumption. The tenant may pay the rest.
